Mr. Dmitry PANKIN

President - Black Sea Trade and Development Bank

Mr. Dmitry Pankin was appointed President of the Black Sea Trade and Development Bank (BSTDB) as of 16 July 2018, for a period of four years.

Mr. Pankin is a Russian national, born in 1957. He graduated from the Economic Faculty of St. Petersburg State University and holds a PhD degree in Economics. He has also completed professional development courses at Bocconi University in Milan and at the City University Business School in London.

In 1990-1995, Dmitry Pankin was Deputy Head of Financial Committee at the St. Petersburg Mayor’s office. In 1995-2003, he was Chairman of the Board at the St. Petersburg Bank for Reconstruction and Development. In 1999-2000, he headed Treasury Department at the Unified Energy System of Russia, the national electric power holding company. In 2004 Mr. Pankin joined the Department of International Financial Relations, Public Debt and Public Financial Assets at the Ministry of Finance of the Russian Federation and held progressively more responsible positions before becoming Deputy Minister of Finance in 2008. In 2011-2013, he headed the Federal Financial Markets Service of the Russian Federation. Mr. Pankin was reappointed Deputy Minister of Finance in 2013 and also became the Governor for the Russian Federation at BSTDB, until he took the position of Chairman of the Management Board of the Eurasian Development Bank in 2015, where he worked until the end of 2017.

Mr. Pankin speaks Russian and English.

He is married and has a daughter.

Dr. Georgia Aifadopoulou

Research Director and Deputy Director of CERTH/HIT

She has professional and research expertise in the following sections: Traffic Management, Transport Systems Management, Use of Telematics Applications in: Maritime, Road and Combined Transport, GIS, Vehicle Fleet Management, Operations Research and in Road Safety. She is a Civil Engineer of the National Technical University of Athens, specializing in Designing and Management of Transport Systems. She has made postgraduate Studies in Informatics, University of PARIS VII and Transportation Planning and Engineering of the Ecole Nationale des Ponts et Chausees. She has acquired her PhD thesis on the «Implementation of expert systems and techniques on fleet routing and scheduling problems of transport fleets» in the Aristotle University of Thessaloniki.

She is Head of Unit “Intelligent Infrastructure & Demand Management” of the Hellenic Institute of Transport (HIT), implementing and supervising research projects in the field Intelligent Transport Infrastructure and Transport Demand Management. She has more than 25 years’ experience in studies and European research projects related to passenger and freight transport and sustainable development and has written over 30 scientific papers that have been published in Greek and foreign magazines and were presented in Greek and international conferences.

She is Managing Director of the Thessaloniki Technology Park Management & Development Corporation S.A (TTP) which aims at the promotion of innovation, competitiveness and entrepreneurship of the Greek enterprises.

Ion IORDĂCHESCU

SECRETARY OF STATE MINISTRY OF TRANSPORT - ROMANIA

Graduate of the POLITEHNICA University of Bucharest – Faculty of Transport (class of 2000), and subsequently, since 2007, owner of the certificate of professional development at the De Montfort University (UK) and in 2010, the Master of Public Policy Management.

Since March the 28th 2018, as Secretary of State in the Ministry of Transport, Romania, in the context of preparing and exercising the Romanian Presidency of the Council of the European Union (first semester of 2019), as the coordinator of the Ministry of Transport of Romania in the field of EU affairs, together with the whole team involved in the 2019 Romanian Presidency of the Council of the European Union, paid special attention to making real progress in the achievement of transport priorities, including road safety initiatives, by advancing discussions on road infrastructure safety management and innovation and digitalization (electronic goods transport documents, digital tachograph).

With extensive experience in the field of road transport, he held the following positions: specialist in the field of damage ascertainment and repair technology (2000-2002 and 2002-2004), transport and logistics BCCP London (UK)(2004 – 2007), diagnostic technician/engineer at the London Automobile Association (UK) (2007-2008), technical support and customer relations manager at the BMW GROUP ROMANIA (2008-2009), specialist in judicial investigation and road accidents, followed by the position of technical and executive director in the Investments, Public Transport and Acquisitions Departments (2009-2013) within the Council of the Prahova County (Romania).

Dr. Ioannis Kaplanis

Dr. Kaplanis was appointed as Director General of the Hellenic Industrial Property Organisation in July 2015. He is an economist with degrees from London School of Economics (PhD, BSc) and University of Manchester (MSc). Before joining OBI, he worked as an Economist at the OECD for three years. In the past, Dr Kaplanis worked for years in academia (London School of Economics, UK; UniversitatRoviraiVirgili, Spain), and in the Economic Team of the Mayor of London. He has extensive experience advising national and regional governments on public governance and development policies in order to promote sustainable, inclusive and innovative cities and regions (China, Chile, Mexico, Greece and UK).
